Over the past 3 months, modest discussions of moving ISTEP from fall back to the spring have shifted to ending ISTEP as we know it all together.  Conversations on property taxes have gone from finding new ways to manipulate the tax, to Indy Star editors calling for a "major move" on property taxes.  People have been unhappy with both ISTEP and property taxes for decades.  What has changed in the last 3 months?  Why a dramatic shift all of a sudden?  The answer is simple: us!
